“Free zone or mainland?” is often the first real decision when choosing a warehouse in Dubai, and it’s about where your goods go and who you sell to, not just rent. Choose wrong and you pay duty you didn’t need to, or you can’t sell to the customers you set up for.
The short version
- Free zone suits you if you import, store and re-export, especially outside the GCC.
- Mainland suits you if you sell, deliver or install in the UAE.
- Many established traders use both.
Customs duty
Goods brought into a designated free zone are held duty-suspended. No customs duty is paid on entry, and re-exports to destinations outside the GCC stay duty-free. Duty becomes payable when goods leave the free zone into the UAE market, usually 5% under the GCC common tariff, plus VAT.
On the mainland, imported goods clear customs on arrival and pay duty and VAT then. If most of your stock is re-exported, a free zone saves real money. If most of it is sold in the UAE, the duty is payable either way.
Selling into the UAE
A mainland company can sell and deliver directly to customers anywhere in the UAE. A free zone company generally cannot sell directly into the mainland market. It works through a mainland-licensed distributor or agent, or opens a mainland branch. For contractors, distributors and anyone with UAE customers, that usually settles it.
Ownership
This used to be the free zones’ main advantage. Since 2021, 100% foreign ownership has also been allowed for most activities on the mainland, so ownership rarely decides the question now. What you sell and where you sell it matters more.
The warehouses themselves
- Free zones such as Jebel Ali Free Zone (JAFZA), next to Jebel Ali Port, and Dubai South’s logistics district, beside Al Maktoum International Airport, offer large, well-specified logistics space. You usually lease directly from the zone authority, on its standard terms.
- Mainland industrial areas such as Dubai Investments Park, Al Quoz, Ras Al Khor and Al Qusais are mostly privately owned. That means more choice of sizes and conditions, room to negotiate, and small units from about 2,000 sq ft. See rent prices by area.

Can a free zone company rent a warehouse on the mainland?
Generally a company’s premises must be in its own licensing jurisdiction, so a free zone company leases inside its free zone. To operate from a mainland warehouse you would normally need a mainland licence or branch. Confirm with your licensing authority.
